It probably does more, since ports are needed for client queries (like when someone gets details in the server browser) and other Steam-related crap. What hosting provider do you use?

Not outside of a match situation. When the cfg is exec'd by an admin, it should say the server version before "MATCH STARTS in 10 secs !!!!!!!!!!!!!".

I run 2 servers, one is Branzone windows and the other is linux from same above link. The Em vs the match was on that server Sunday nite. Not sure why it would be blocked unless it draws to much cpu.

Where do you see that? I only see this:

This is not the same thing at all. The overhead of doing remote logging is essentially nothing. They may just be egress filtering all ports and only opening "essential" ones. Try changing the config to this:
logaddress_add log.battlegroundsleague.com:27015If that works, then maybe I can change the port to something in the "HL Server" range.
